Google and partners are releasing a set of tools to determine whether
your ISP is throttling down your P2P traffic or our VoIP traffic.
Check it out here (Hint: if you are on a slower DSL connection, change your
parameters of the NPAD test from the default 20 and 10 to 100 and 1 !
